They take their time to repay just because theycan

I rented a house from the agency on 6 June 2014 and gave notice that I am going to vacate the house on 31 Jan 2015 during October 2014 already. During the last inspection done 2 days before my vacating of the premises, no defects were shown out, I was also informed that they will, at the longest, take 14 days to repay the deposit. Since then I am struggling to get my deposit back. They are deducting money for the watering of the garden which was done by themselves 9 days after I vacated the house and they were in possession of the keys. They do not respond to my e-mail and want me to beg for my money. Photos taken of the grass was that of 28 Aug 2012 and 9 Febr 2015. In the summer grass cannot be left unattended for 10 days. Furthermore I paid for my own water use age and never even received proof of expenditure or receipts for payment. I have approached the Rental Housing Tribunal and the EAAB, but the Rental Housing Tribunal has not even acknowledged receipt of my complaint. I am currently of the opinion that people who rent property should not pay the last months rent, as the agency will find something to deduct money for and are taking their time to repay you, because they can.
