Charges on unclaimed product

The above Optometrist are handing me over to the Attorneys for their product I don't even have. I am not sure why they're even claiming for a quote besides I don't even have a frame of the spectacles they charging me. I don't have any product of theirs and I wonder why they're insisting for a payment.
