No Seat for Paying Child

I booked bus tickets for my sister and her 4 year old son to travel from JHB to East London. I paid in full for both passengers. But my sister was forced to sit with the child on her lap even though there were empty seats scattered in the bus. The reason according to the drivers is because my sister did not specify when she boarded that she was with a child and now only single seats were available. Bus drivers said they cannot help because they cannot force other passengers to move.

Nowhere does it say or specify that when you enter the bus you must say you are with a child. Greyhound as a carrier cannot ensure or assist that passengers with children sit next to each other? The manifesto has both the name and ages via ID numbers of passengers as they board, could they have not ensured that they seat the passengers together when they saw them climbing on. I called the call center twice on the 29th - the call center agent at 20:44 gave me attitude and told me the child can go sit on their own where a seat is available and the mom and go sit elsewhere on the bus - a 4 year old?

This means that I paid for the child for nothing. I request that I get reimbursed for the child's ticket. Greyhound did not offer reasonable assistance to resolve the matter. Instead we have been met with hostility and attitude.
