15 year old brother not being assisted

My 15 year old brother who is schooling in Kimberly missed he's bus at 8:55. I called at the information centre at 9:15 as he was not seated in a bus. they informed me that the bus has already left. We are currently living in Johannesburg and this is where we booked his ticket. We asked that he be placed on standby but was informed that it's not possible as he does not have the original ticket. I asked if i could email the ticket as i have the original ticket as his family is currently based in Johannesburg. Once the bus gets here i will give the driver the original. I was told point blank that this is not possible. Why do they allow someone to book a ticket that is in johannesburg for someone in kimberly. How i we supose to get the original ticket to kimberly? I refuse to pay for another bus ticket as i have all the ticket details with me. I need someone to assist me to email this ticket too. The bus driver will get the original ticket when he gets here. Or someone to verify that the ticket is valid from where i booked the ticket at checkers. My brother is stranded at the moment and we have no money to book for another ticket
