Workers demanding a fee before they remove your black bags on scheduled times.

I was called out from my home office yesterday by one of the municipality's workers, requesting a fee in order to collect my black bags during their scheduled removal times. I would like for someone from Govan Mbeki to contact me and explain since when we need to pay additional fees to their workers to have our refuge removed. What is the point of paying for this service. Since I refused to pay them anything none of my black bags was removed. This is NOT acceptable!
