Failure to extend booking voucher

I had a voucher for a trip that was suppose to happen last year and but the voucher was extended to this year and I called to rebook for next year and now I’m being told I can’t rebook or get a refund. Which is disappointing because it is only due to a pandemic which is beyond anyone’s control and I called before the expiry date of my voucher to make changes.
