Wedding photographer refuses to give refund

Gordon was my photographer for my wedding on 16 December 2014. I had paid him R960 for a photobook. After the wedding he informed me that there was not enough photographs for a photobook. We subsequently agreed that he would refund me. Gordon now refuses to take my calls or respond to my text messages.
