Pathetic service by Google play

My son subscribed to an app without my approval, I canceled the subscription as they stated we can cancel at anytime. However they still took the yearly payment of my account and say they cannot refund me due to their terms and conditions. This is pathetic service on their part as it states we cancel at any time. By the way I canceled before the end of the free trial period yet they still have not refunded me.
