Google steeling users money.

I bought a app that didnt want to work on my device. So i asked google for a refund. They told me i must contact the the vendor, Volarpro, for a refund. After trying to contact Volarpro multipal times via email and facebook, i got no reply from them. I emailed google again and they keep throwing their policy at me. So end of the day they got my money and i have a app that doesnt work. In my eyes google support ********* and not helping the victim.
