Exchange rate inaccuracies and overcharge with no refund option

Whilst I am very grateful for the concept and the service and free Aps etc,

As a person in South Africa buying Licences or software credits we don't actually examine our statements after a purchase. You will be shocked to find almost 23% more on your charge excluding the banks forex charges. Google will charge you almost 19 rand per dollar for your purchase.

The average rate has been 15 for the last year or so but they are not able to charge you the rate at the time. Its always over inflated.

The worst part however was trying to complain. This took months. After being sent from them to the developer back to Google for three months gathering all their required information and requesting an explanation and refund for higher charges than were Indicated at purchase point. 3.99 dollars could almost reflect near 80 rand on my card charges. I had about 30 queries and orders so it was going to be the grand total of 100 USD overcharged. I didn't get a formal explanation, when I asked for a refund, I was told they don't do refunds. The merchant does that, which guess what is Google too, and they said sorry we don't do refunds. To which I rep**** what do you DO DO, it was like talking to automated Google bots with human names. The answers were almost exactly the same all 60 emails. Over about 6 months I figured out the problem and what they were doing. The developers are not the merchant that was confirmed, Google receives the funds as charged with no option to adjust or charge back! Please be warned you are probably a Victim of exchange rate fluctuations when there isn't one. It's probably the case in every developing country. Not that I can verify.
