Unreasonably enforcing cancelation policy

I booked Gooderson tropicana hotel in Durban for 25-29April2022, unfortunately, due to the current Natural disaster in Durban I am not able to travel because of the floods and the busses cancelled. Gooderson charged me a cancelation fee of R1500 even when I told them I cannot travel due to natural disaster, it was not me changing my mind but they insist on enforcing their cancelation policy. I thing they are selfish and unreasonable to their clients. Furthermore, when I agree to pay the unreasonable cancellation fee, they tell me it will take 12 days to be refunded to me, I do not understand what kind of banking system takes 12 days to process money.
