The plumber assessed the work that was explained to him on site, agreed on a price and did wat was asked of him. He then send an invoice of dubbel the amount agreed and expected payment as he felt it was fair to charge for things like a signature on a inspection form. He refused to honor his agreement and withheld the COC as a result. He has been reported to the plumbing regulatory board.
