Cordless ***** driver set ordered via Paypal

I ordered Cordless ***** driver set via PayPal from China. Apparent I get a call from Globe flight and say customs stopped the order querying the content(CUSTOMS STOP : ********** ********** ). there after a few email liaising I get a call very excited that the parcel has been release by custom. then the bigger surprise came whereby I am told to pay a additional fee of R576.00 or something for me to get the parcel. If it has been release so what is the fee for. I have already paid R550 for the item with delivery. anyway I got cut off so I emailed the person apologising the cut off as I was driving but I was not sure who cut of who and saying I wont be interested in paying the fee as I am 51 YO and battling for money. this tool would have helped me with work around the house without putting to much effort. tried calling this person this morning numerous times to see what happens now and just cuts me of.
