Treatment not working

Wonderful service and wonderful people, I just feel perhaps this treatment isnt for everyone. I have been going there for over a year I started my laser hair removal in may 2018 i saw results after my second treatment I am now going for treatment 15 and all my hair growth is back its lighter and softer hair but it never removed any hair at all perhaps my body just isnt excepting this or the treatment is not being done correctly I just feel I have spent so much money on not having to ever shave but I'm 1yr and 1month down and still shave every week so it's time and money I have now spent. Do i carry on to see if something changes or so I stop as it has all just come back.
