Money taken but service not delivered

The company quoted us for services, which we promptly paid for and 3 years later they failed to deliver the service. They were paid to submit a second dwelling plans to the Municipality of Tshwane in 2019. They then blamed COVID and the municipality and we discovered in 2022 by going to the municipality ourselves that no plans were ever submitted. They refuse to take our calls or meet to discuss the matter despite lawyers' letters sent to them.
