Incompetence or Lying

George Municipality failed to collect the refuse in the black bag from outside my house on the appropriate date, and also half the houses on the local streets had noy been collected. At 2:30pm I phoned the waste department - a lady took my details and said she would phone me back within ten minutes with an answer as to why (im still waiting for a response to that call). at 3:15 pm, I called back and was put on to the supervisor, he promised me he was on his way to inspect and collect said ******* bag and would be there shortly. at 3:45 pm, I rang again and was put onto a differant supervisor, He said they were closing now but he woul;d get a person there straight away, it is now 17:45 pm. and still nobody has turned up, so I have brought the bag in and noticed that half the street has done the same - are they lying or simply incapable of doing their job?
