Debit on prepaid electricity bought

Debit on prepaid bought despite account fully paid! No response received! Send 3 emails, the tenant bought electricity on prepaid and was levied debt fees, despite account fully paid and confirmed day before this. The Municipaity has since not responded or how they will redress this money!!!
