Why is it so hard to get a refund?

Why does it have to be so much of a hassle to get a refund? I literally submitted the same things I did for the previous submission, but the feedback just sounds like stories. This is emotionally exhausting. Don’t I need to submit a receipt and invoice to get a refund? Yho ha ah man
