Unfair healthcare practice

I just got declined for inhospital authorisation yet this is not pre existing condition. Was told to wait condition specific waiting period or preexisting waiting period has lapsed. I don't understand what nonsense is that as this condition I have doesn't fall other waiting period. This is unnecessary violation of my health rights
