part payment of account

On the 16 April 2018 I had to undergo a total abdominal hysterectomy. The Condition is listed as a PMB condition by the Council of Medical Scheme. The surgery was not elective but had to be done there was no other option as I was losing blood. The account from the doctor was submitted to GEMS from DR BN Naidoo practice no: ********** . GEMS paid R3927.00 of R18000.00 stating the balance of R14073.00 must be settled by me the main member. To my understanding a PMB condition must be paid for. The histology report and blood results was also submitted to GEMS. I am now paying the doctors R500.00 a month as they now want to hand over the account. Please investigate the above case.
