My dad lost his voice with an aneurysm and medical aid wont pay for the surgery

My dad has been in hospital for 1 week 1 day and Gems has not yet approved his operation which is serious. He has an aneurysm in the ayota vein and needs to be have stent put in. Thw doctors do not want to release him becuase they are afraid something will happen. The aneurysm has stretched his nerve that runs to the vocal chord and he also has lost his voice. What is the point of having Gems Medical Aid when they do not assist patients? This suppose to be the preferred scheme for government workers but it seems like no one can help.
