Gems won't pay my bills and still isn't replying

<p>Gems won't pay my doctors accounts because according to them I didn't submit the claim within four months. I have in the meantime sent them proof in the form of their statements showing the accounts were submitted twice within three months, now they won't reply to my emails. I need a letter for the ombudsman which states that gems won't pay yhe account, I have requested such a letter, but I am getting no replies from gems. The government really cursed its employees by forcing us to make use of this terrible medical aid. </p>
