GEMS: Proof of address and certification of identity document

Today GEMS totally confused me. According to GEMS a bank statement with your address on and stamped by the bank is not a valid proof of address. You need to get an affidavit, from GEMS to complete, an utility bill or a letter from your local municipality. GEMS also expect you to send in a certified copy of your identity document, reasonable request, but also signed by a commissioner of oath. Slaan my dood met 'n pap snoek. I need to find out what's wrong with a bank statement with your address on it as well as a certified copy of your identity document. Frustration is running high. Pleassssse GEMS. Please enlighten me and tell me why on earth do you make it soooo difficult when in fact all over South Africa your bank statement is a valid proof of address. To get your a copy of your identity document certified you need to have the original document with you. GEMS make me doubting the certification process of the police.
