gems increasing twice a year

We were koind of forced to join gems as the new medical scheme in goverment as they broke away from medcor. If you didn't join gems the goverment withdrew the subsidy!! Gems was really affordable but after a year they pushed up all premuims and then started increasing twice a year!! On january 1st and then when we received our yearly incriment!!! In 2009 the goverment stopped increasing their subsidy and gems would take more money and cut the benifits. Now in 2015 the goverment increased their contribution by 28% but now gems is only backpaying us from january 2015. Now don't understand who must be held liable to pay what??? Gems let's us pay way to much and benefits are cut yearly and when you get to june your benifits are apparently exhausted. How on earth. They do payments to providers although the provider submits It wrong and then they don't email or call you to say it was paid short and then after 3months or more you get a laywers call from the provider to collect money!!! That is bad bad management from gems side but they would tell you its your problem. Coming to my child with diabetes that is on chronic they would put things through on her day to day ect. Is this right.
