Gems authorizes medicial practictioners above scheme rate

Dear Gems. If your are in ICU and the doctor gets authorization and charges you above gems rate. If Gems knows the the doctor charges more than the scheme pays and/or the doctor also knows, why does Gems not refuse authorization and request a doctor that does pay according to scheme rates. All private hospitals have doctors that charge according to scheme rates. Why the patient is in ICU, Gems should fight for the right doctor paying the correct scheme rate. It is not fair that a member has no choice in the matter. HE/She is in ICU.
