GDE is a stressor

I registered my child on the 20th May 2019,for grade 8,i selected two schools, one is less than 150 meters and the other is more than 10km away, I get approval from the school that's 10km away from our home,on 21st October 2019 I went to GDE district, because I could see when I view my application, they wrote a wrong distance,they say we stay 54,85 km away from school whereas we less than 150meters, we just next to the school, at district, a man and a lady who assisted me said I must not accept the offer I got for this school that's far, she continued to say,they are still going to place children at the school am claiming is nearer, so I must wait for new offer, I waited, I didn't get a new offer, I went back to district just before November ends, to my surprise, my child is accepted at the school I claim is far and I didn't accept their offer, and now am told the school I claim is nearer is now full and has no space,I was given numbers to call for a lady they say deals with placement at GDE district, I called her, she said I must go to the school that I claim is near my place and tell them to register my child, I did go, the lady at reception, said she cannot because the school is full already, she phone the lady at district and told her she can only put my child on waiting list in case they are ordered to add more children,the school receptionist claim that my proof of residence has two addresses, one that's far from school and one that closer to the school, but they chose to use the address that's far from school, and it got my child rejected from school that is a walking distance, and got accepted at a school where I will be required to pay transport for him, my question is, what about the safety of my child and unnecessary cost they are adding to me,who is writing this distance on our applications, which criteria are they using to measure distance from home to school, and which criteria do they use to select the school, because they just cost me and my child unnecessary stress, now I have to wait until January 2020, I can't give my child any feedback about his new school.
