R15 for drop off

My guys dropped me off at Marlboro station at about 7pm, i rushed in to catch a train that was arriving in 4min. They drove off only to be stopped at the exit, being told that they needed to pay R15 for parking. What i know is 'you don't pay parking for dropping somebody within 30 seconds!\ It's now 20h30& they're still stuck
