Bought a car 2months no reg. Papers

Bought a car 2months ago 09/09/17 was told the reg. Papers will be by me after 21 days. Still waiting on it and when you phone they put the phone down on you or just don't answer back, only when they feel like it they might reply with a ****ty story!!! Phoned today again sent lots of messages and just plain forward no reply. What kind of company does this and why are they still allowed to do business like this!!!!!!!!! About 2weeks ago I was told to bring car back they got problems with the papers. I also had the opportunity to swop car for another one, when I asked who is covering the cost to get the car back from cape town to jhb the whole story changed to sending me another car like mine on a truck just to hear it is not happening at all. I checked the car reg. From a very reliable source to find out that it is a ****** car and case still pending and police clearance is required, I sent them a copy, it was was ****** so who is lying here. For sure a traffic dept. Can't be wrong in this case. Can anybody give me some advice on how to handle this ASAP
