Department of transport offline for 3 weeks

So I went to department of transport at Johannesburg cod to do my uber permit,firstly these two ladies were very rude,they checked my documents and tell me we can't help you today we are offline ok it's understandable then they gave me a number to call and checked when they are back online,to my surprise no one has ever answered that number while I was calling hour of every day,I went there 3 times in two weeks and they are still offline,so what is this people paid to do if they can be offline for 3 weeks now?
