why is it to get an application done but very difficult to close an account

I requested my account closed over a month ago and even now I am still waiting. Was told someone will contact me which did not happen, and when I called I was told it takes 30days to c;lose an account and will receive an sms notification which I'm still waiting. When you call you have to wait 15min after all their voice records.
