Refusing to lower credit

I called in with the hopes of decreasing my credit limit. This is the second time. You guys approved me credit of R30000 and I said I only want 7000 however you said it not possible. If I have been approved for x amount thats what I get. I agreed and later asked you to decrease it. I was asked to send a number of emails but no one could say who has authority to decrease. But eventually after calling and calling and put from piller to post I got it to go down. Now I called again to decrease it further but you are now saying I must email my id and sign 5 times. Why. I am not requesting to add but decreasing my credit which you should be happy with as.
