No delivery of item and poor service

I placed an order for a desk. Received an email that it has been delivered however I have not received the item. Sent two emails - no response. Phoned twice (you hold the line for 15 mins before call is answered) but no one could help as the couldn’t get It waybill number. No desk, paid in full including delivery cost. What now Game?
