Having a hard time closing my Game account

I payed off my Game account phoned from Gamestore to close the account. RCS told me I would receive an email and phone call in 48 hours this never happened. After a week I phoned again no record of my 1st phone call. I asked for a refrence number they dont give any. The guy said he will send the email to close my account and i will get an email in 48 hours well guess what it never happened 2 months later still no email no.phone call. Please help me close this account!!! Why do RCS get to decide if I can or can not close my account.
