Game/Rcs App issue

My main concern is that is been a year..and i still can't access my game store app...numerous time i called the call center ..explaining my frustration...and still nothing has been done. When i sign in "you have exceeded the number of aliveness verification attempts, please contact your service center". I been doing that...i deleted the app. ReDownloaded it,multiple times...and just yesterday i called to pay my balance. Cause im a good payer like that..when i have the cash i pay off immediately..but till date this app is of no use duw to some technical issue they having from last year...i don't think that fair...i had patience...i can't keep calling the call center..that too they are not helpful.please can someone help
