Game voucher deals are ****s

I just signed a contract on one of these deals at wonder park game and when I was expecting a voucher as advertised. But I am told I need to 15000 rand before I can get the voucher, when I read the terms and conditions, there’s no where it’s say a customer must pay in money to get the voucher. The value of the phone is R10000 and monthly contract is R669 a month and how does one expected to pay extra R15000 just to receive a R5000 voucher ?
