empty promises

I got an sms August 2018 stating if I buy for R 1000 I get R400 off. I called in numerous times to enquire about it. I have received an email from Amanda stating I will recieve a refund. I have to date received no refund and instead my account have been debited. This is unacceptable and I would like a valid explanation.
