Bad Service

I bought a phone at Game Highveld Mall on Saturday afternoon and they requested my proof of residence and my ID when purchasing the phone. The Sim card that came with the phone I still can't use because it says it's not rica'd and I don't understand why requested our documents yet you still don't rica the Sim cards, now I have a Sim card that is not working on my phone. It's bad service really, I'm so disappointed at this service because the Sim card should have been rica'd and activated the same time I leave with my phone from the shop.
