Gamagara municipality

Last year we decide to sell a house we own in the Gamagara municipality. Late October the contract was signed to sell the house. This process normally takes 3months to complete. After the buyer has paid all his duties for transfer and registration the clearance certificate was requested from the municipality. This is where the surprise comes in. The figures to us as seller was 38k. After a breakdown was requested, it came to light the previous and pre-previous owner figures was not settled. As most would know the registration cannot happen before this is paid and this is *****. After a kind lady did her utmost best and located the monies that has been paid but not allocated to the right place, we are told we must wait "because it is month end". I would advise people NOT to buy houses from this municipality because if I did not query the figures someone would have pocketed 38k without saying a word. In the meantime, I still carry all loses regarding the place the tenant's contract has expired, and the place is standing empty because the buyer does not want to go into an occupation rental agreement which is decision to make. There is absolutely no cooperation from the municipality to complete this transaction and allocate the property to the new owner.
