My father in law has been struggling for the last 4 months to get his money to be paid out

My father in law has been struggling for the last 4 months to get his money to be paid out. If and when we finally get hold of someone there is always some or other missing document or they say they have not received anything. It is very close to Christmas and he has no funds. I have sent emails and received no answer. Called but it goes to vmail and the Box is full. I need assistance urgently. If this fails we would have to get my lawyer involved.
