Unable to supply Registration documents

We bought a Chev Spark for my wife at Fury Hyde Park end of January. Up until today, they have been unable to produce the Registration papers or Number plates. Weekly emails to the dealer Principle Chris Rothman and Cuan Gouws have let to numerous empty promises that this will be sorted out... No luck
