No parcel , no assistance

I placed an order for shoes in October , to date I have not received the parcel , I keep trying to track the parcel with no luck , it shows delivered , then in Transit , and I must check my local postal service , which no longer exists , how do I find out where my order has been sent to , I am so bitterly dissatisfied and disappointed in the way they are handling my query
