No responce as to my refund for not delivering promised service paid for.

This company give me a quotation on a service I required from them. They failed to provide the promised service as they requested upfront payment. I have done payment and they did not delivered as promised and what I paid for. I ended up doing it myself and did not use their service. I requested a refund from them via email about a month and a half a go .They did not respond. Phoned about two weeks ago and spoke to Liezel. Said she will call me back to get my details for the refund. Never phoned me back and 4 days later got an email from her with a quotation to send documents to me. I phoned her and said to her I have nor asked for that and I have asked for a refund. She said she will put me through to someone else but then the phone line went off or did it ? Still did not get my refund or any feedback from them. They took my money for nothing in return as promised by them. They are a law centre, but then they act like this. How ironic.
