Have not received my money back

Good day, hope this finds you well. In December, a graphic designer who is an acquittance designed a portrait for me and I decided to purchase it because it was so nice. I paid him immediately after he showed me and I paid for the fastest delivery. In total everything was R850, R600 for portrait and R150 for delivery. It is with great sadness that even today I have not received any portrait from him. I have asked him about the whereabouts of the portraits and he keeps giving me stories so I asked him to return my money and he hasn't.. Please assist
