Freelancer Not Paying Developer

We had hired a freelancer in October 2019. He offered to do the job without down payment since he was sure of his work. After completion we made payment. To cut a long story short, to this day the developer did not receive his money nor did Freelancer.com pay us our money back. Instead they cancelled our account. I had heard from 2 other developers similar stories. Not paying developers appears to be part of their business model.
