perfumes have no smell

I bought 3 top brands of perfume from this online company, 2 for my mom and one for myself. We both found the perfumes to have little or no smell. The owner kept telling me this was impossible and that he sources his perfumes from the same place as all leading stores. He wouldn't tell me from where though. He eventually refunded me for 2 of the 3 , but kept R500 for shipping and handling. He promised to send them for testing and personally come back to me. I never heard a word and when I wrote to ask what had happened he said there was no one in SA who could test them. I still have all the emails for reference. I'm writing this as I would not like anyone else to pay good money for perfumes that don't smell.
