Sell stock even if there are no stock to sell. take client money and do not pay back

I ordered a Canon Printer from them, the website indicated that they have stock. After ordering and then paying (R7 000) and waiting 16 days i phoned them to be told by Photo Discount World that the supplier does not have stock and will only receive stock in 4 months' time. I asked to get my money back and are waiting no more than 7 days. and do not receive any correspondence by email. This is really ***** if you sell a product take the client's money and then don't pay the client back after more than 3 weeks. will not recommend this supplier to anybody dont be fooled by lower pricing.
