What is a maintenance plan for?!

I own a 2013 Ford Kuga 2.0 tdci. My wife took the car for it's 40000km service. The dealer found that the brakes was worn out, something that I expected. With my car still being under a maintenance guarantee, I did not think much about it. But it turned out that I had to pay R3500 for the service, including the R1300 for labour.<br> <br> When I brought the car brand new, the salesman told me that with the guarantee I only need to change tires and pay for fuel, everything else is covered in the plan.<br> <br> So tell me, what changed? What happened to this maintenance plan? I would have accepted paying for the parts, although I wouldn't be happy, but also paying for labour while my car is still covered by your maintenance plan is ridiculous.<br> <br> This is confirmed that I will NEVER buy a ford again, I will also tell everyone I know not to waste their time. Ford has the worst customer service I have ever dealt with and it is customer service that sells cars or anything for the matter of fact.. You should know that.
