Spare wheel surprise

My ranger's spare wheel was ******. This is not Ford's fault. However, it had a factory fitted spare wheel lock. That obviously didn't did not help. Not to worry, Ford will sell me another rim (no tyre) for +R3900. Where is the incentive for Ford to make a proper spare wheel lock?
