Ford Eco Sport

I bought a brand new Ford Ecosport Titanium in March 2015 from County Ford Goodwood in the Western Cape. The car has only been giving me 11 km per liter or 8.4 liters per 100 km. I have taken the car back three times to a Ford dealership to have it checked. According to my research the car should be giving at least 14 km per liters. They have checked the software and have done several road tests, but could find no fault. The last test results were sent back to Ford SA. The reply that I got was that I have to drive 10 000 km and then call them back. The car has 2500 km on the clock. The situation is unacceptable. How can Ford advertise this vehicle as a fuel saver, but only after 10 000 km. Is the car not supposed to fuel efficient from the start?
