busary approaved but never paid to me

My name is andisiwe ntobe in february 2014 foodbev seta was in my campus TUT pretoria and they gave us forms to apply for the busaries meant for 1st year students. in march 2014 i received an sms (which i still have) confirming that my busary application was successful and that i must send my name,surname,student number to [Email Removed] for me to receive my contract ,i responded to the email immediately. in april 2015 i realised that there is still no response ,i then sent an email to follow up ,but still no response. today the 28th july 2015 i called their offices and spoke to Maureen on *** (direct line) she told me she cant find my name on the list of approaved bursaries ,and that she never received any email from me. i informed her that was impossible as the email never came back to me as undelivered ,and she said ,i qoute \ i am not an IT specialist". i then asked her to transfer me to someone who had manners "
